On Monday, Kerala High Court ordered that hartals must be announced seven days in advance. The court also points that if the declarants fails to follow the order, then will be legally responsible for all the losses which would happen in connection with the hartals.
After considering several petitions which were submitted against the hartals,the High Court bench led by the Chief Justice issued the new order. While announcing the new order, the court observed that amendments were needed to avoid flash hartals.
When hartals are announced seven days in advance then the government will get sufficient time to take necessary precautions. Last year, 97 hartals were held in the state.
